Brevet lieutenant colonel in the 20th U.S. Infantry assigned to Philip Sheridan's 5th Military District, which included Louisiana. He was commander of the post at Shreveport, La. Letter from Cutts, Shreveport, La., to Thomas Ewing, former brigadier general in the U.S. Army. Cutts reports his view that the Reconstruction Acts of 1867 effectively turned the country over to "the black man" and the necessity of military occupation by a larger force.
