Educator and public official in Louisiana, Lusher held many positions including Louisiana State Superintendent of Education. Papers pertain to education in Louisiana during Reconstruction, teacher recruitment and training, military government, the Republican Party, education of African-Americans, the Peabody Foundation for Education in the South, and the Peabody Normal Seminary in New Orleans. Correspondence (1808-1847) consists of letters from members of the Mills and related families of Philadelphia and Washington, D.C.
